Percy D. Penn Sr., 64, passed away on April 21, 2026, at Yale New Haven Hospital after a long illness. He was born on December 25, 1961, in New Haven, Connecticut, at Grace-New Haven Community Hospital (now known as Yale New Haven Hospital), to the late Christopher E. Penn Sr. and Shirley A. Wharton Penn Bustion. Percy will be remembered for his love of life and the simple things that brought him joy. He enjoyed spending time at the casino, cheering on his favorite teams—the Boston Celtics and the New England Patriots—and being surrounded by family and friends. He had a special love for good food, especially coconut upside-down cake and sweet potato pie, often enjoyed with family and made with love.
Percy was known for his kind and giving heart and the deep love he had for his family and friends. He carried himself with respect and was not one to use harsh words. Strong in his ways, Percy was someone who believed he knew what was best and stood firm in it. Percy was blessed with a devoted and loyal friend, Rosalee Garret, who stood by him with unwavering care and integrity. She was someone he trusted deeply, and her kindness and honesty never wavered. She honored his wishes with respect and dignity, always looking out for him and ensuring that what mattered most to him was protected for his children. Her presence in his life was truly a gift, and her loyalty and compassion will always be remembered.
Percy is survived by his children, Percy, Pernell, Shaquasha, Mercedes, Ebony, and Perddy; his siblings, Willie Robert Penn Counsel, Consuelo Laurent, Carnetta Penn, Donnell A. Penn, Markisha Penn, and Eddie Penn; his favorite cousin, Meme Penn of Winston-Salem, North Carolina; and a host of grandchildren, nieces, nephews, extended family, and friends. He was predeceased by his daughter, Candace; his wife, Pamela J. Jackson Penn; his stepfathers, Willie R. Counsel and Jerry Bustion; and his siblings, Hyacinthe Penn, Billette L. Bennett-Muhammad, and Christopher Penn (also known as Jr.).
Visitation will be held on Friday, May 8, 2026, from 10:00 AM to 11:00 AM at Ebenezer Chapel, 50 Dwight Street, New Haven, Connecticut 06511, with funeral services immediately following at 11:00 AM. Interment will follow at Hamden Plains Cemetery, 285 Circular Avenue, Hamden, Connecticut 06514. Condolence may be expressed at www.colonialfunerals.com. Percy will be deeply missed by all who knew and loved him.
